CMA – ILA Strike Impacting U.S. East & Gulf Coasts

Dear Valued CMA CGM Customer,

As of October 1, 2024, the contract between United States Maritime Alliance, Ltd. (USMX) and the International Longshoremen’s Association (ILA) has expired, leading to a strike by ILA members. As a result, all major terminals on the U.S. East and Gulf Coasts will remain closed for the strike’s duration, which is currently unknown.

CMA CGM is committed to mitigating the impact of this strike through flexible and effective contingency plans. However, due to the disruptions, Term 10 of our Bill of Lading will apply. This allows CMA CGM to charge any additional operational costs associated with vessel delays due to the strike for cargo en route to U.S. East or Gulf Coast ports as of October 1, 2024.

For cargo received on or after October 11, 2024, a Local Port Charge (LPC) will be applied as per the governing tariff(s). These cargoes will not be subject to additional operational costs under Term 10(a).

During the strike, the following Free Time and Demurrage adjustments will be applied:

  • Free Time: Extended for containers within free time at the time of the strike, for the duration of the terminal closure.
  • Demurrage: Suspended for containers in demurrage at the time of the strike and will resume once the terminal reopens at the rate tier where assessment was suspended.
  • Detention: Free time will be extended for containers within free time, and detention charges will be suspended during the terminal closure.

Additional Charges During Strike:

  • Reefer Containers: A daily power and monitoring fee of $100 per refrigerated container that remains plugged in at the terminal or connected to a CMA CGM-supplied genset.
  • Chassis: If a CMA CGM chassis is provided, a daily chassis provision charge of $30 per container will apply.
